I looked it up. Nice looking leather, but a broken button. Shouldn't be any more than $500 in its condition. Japanese sellers on ebay always seem to be very overpriced. On Yahoo Japan this would probably go for $40000-50000¥.
It's beautiful, but looks a tad short. Probably was worn by someone who was on the short side.
As to the excessive postage, sometimes a seller will typo a box dimension or weight and Ebay will calculate a ridiculous cost. If the 24" the seller entered in the description fields for the jacket...

WD-40 is a water-displacement product, not a lubricant. It has lubricating properties of course, but it evaporates an wears off and would not last long. You'd have to re-apply it regularly, which would be ridiculous. Replacing the cap would be far and away the best remedy.
Different metal, different type of oxidation. That looks like rust to me, so removing the rust, then stopping further rust is the next thing. Probably that metal is iron or steel alloy, and coated in chrome. The metal under oxidized, and chrome above flaked off. So you probably can't restore it...
Not my size, but I own some Bronson stuff (pants, mostly), and it's pretty well made, so consider this an endorsement of the product if anyone's curious about their quality. They're not ultra expensive like a lot of the Japanese brands, either.
