    Judging by the pattern, cut of the trousers, and exterior suspender buttons, I would guess late 20's/early 30's. As for the fabric, I don't see how it could be anything other than wool.

    Does anyone know how many inches a tailor can taper pants? The bottom width of these are 9 inches, and a pair of 40's pants that fit me very well are 7 inches.
