Lizzie, I was in law enforcement for awhile, the "report" end of it.
In a major city like the one I live in, each detective has x amount of reports.
Then, they have to work those reports (close them) within a certain period of time (usually by the end of their shift) in order to make a quota, and appear effective to the department.
To put this in simple terms, one detective has 100-150(?) reports a day to go through, which involves making calls, talking to witnesses, etc. If there are no witnesses it becomes an insurance matter plain and simple. Sadly that's the way it is.
A common saying among many in our town is "if nobody is in the driveway or yard, bleeding from a gunshot, the cops aren't coming out."
It's not just my town, which ranked number 1 for years on the most violent cities in America by the FBI, it's most major cities. Laws that aren't tough enough, and not enough criminals getting their you know what beat for doing wrong. "Learned behavior" works wonders, if only it were legal to teach these people right from wrong...the hard way!

It used to be but now it isn't. How far we have fallen.

M, that didn't work the first time it was done when the person was wearing some newfangled synthetic materials. The body may have been gone but the evidence was still behind and they got nailed for it. :p

James, why do you think a lot of them old ladies have so many cats? How many ex-husbands did they have??? Hummmmm.

So it's:

1) Bludgeon husband with frozen leg of lamb;
2) Feed husband to cats while lamb is thawing;
3) Prepare leg of lamb as desired;
4) Feed leg of lamb to police investigating husband's disappearance?

I heard a story that a lady in Vancouver B.C. phoned the police told them someone was breaking into her garage as she was on the phone,was told they didn't have anyone in the area and couldn't get no one there for 15 minutes lady said fine hung up waited 5 minutes called them back told them not to hurry that she shot the guy,within 3 minutes she had 4 cop cars at her house and caught the guy in her garage.When they started to question her about the second phone call and the supposed shooting she said she lied,they informed her that she could be in serious trouble,she told them that she was told they couldn't get their for 15 minutes either? Can't say the story is true as my sister in law told it to us.But it wouldn't surprise me none as I see lots of law enforcement for highway violations but not much for actual crimes cause criminals don't pay their fines!!!

Stats are so deceptive. Many City's are generally very safe but have certain areas or Burroughs included that skew the statistics. Their was a part of St. Louis, Mo. that has instituted Marshall Law. Their was too much violence in a certain area after late night. The curfew was, people over a certain age were not allowed to wander the streets after a certain hour. Certainly this is much different from a rural area trying to curtail drug manufacturing and distribution.
See the last line when reading the wikipedia.
This is a american expression.
The application of military rules to a civilian population.

First off I'm from Canada and live in a little hick town and I live in the safest place I know of,my own house cause I keep my guns on the wall and anytime anybody asks about them I just tell them yes you could get them all off the wall but I'll gaurantee that you won't make the driveway before I find another one,don't necessarily have to be serious just have to make them unsure if you are or not,I'm a firm believer in the fact that if you know the guy on the other side of the door has a gun you'd think twice about breaking in.

I am going to post something that I am sure will ruffle some feathers, but think of it as an example of how many ways this issue can be interpreted.

Perhaps this discussion is really just deciding the states in which people do the least to keep safe.

While the crime rate may show how many incedents occur, it does not show what actions the victim took to either prevent or encourage the crime.

If the crime was a violent assault following an attempted drug deal then if I am watching TV in my house a few blocks away I am not in danger from the thug that looks like he is selling drugs so he can mug guys who go into his neighborhood.

That may be the safest for you, but someone from an area where they are not familiar with guns and has friends or family who are not safe around guns might do better in a congested area with less guns and more police. Even though there are more crimes comitted that person might be better at avoiding trouble in that environment.
