Given the lack of visible markings, identification is difficult. I suspect it's a Dunlap by the sweat marking; however, perhaps the Professor may weigh in with an educated opinion.

It has a French Point / CM sizing so a European maker. The words are in French so probably a French maker. Without a company mark it's hard to know but Mossant did use the "Qualité Supérieure" designation (probably other French makers did too).

My guess is that it's early 1900s. Maybe around WWI but could be a little later.

Mayser "Komet" probably 1920s but could be 1930s from the Gotisches Haus (Gothic House) Bad Homburg , Germany hat collection.

Both very cool. It does look like a mourning band doesn't it? But beneath the thin ribbon. Neat. Unusual.
