At least in Germany lace-up boots seemed to be the standard shoes. Normal shoes are still called "Halbschuhe" in German, meaning "half shoes". Ankle boots/lace-up boots were regarded as proper shoes and thus called "Schuhe". The word "Stiefel" (i.e. boots) was used for the higher boots.
