You can test it:
reach into the sleeve and grab the fabric below the patch from the inside,
with the other hand grab the the leather patch and see whether they are glued together or not.
Some of the newer (lesser quality) jackets may use some kind of glue... normally it should be only...

I think I have figured it out!
After turning it inside out, I detected three blonde hairs.
My conclusion: hair scissors - this was a barber's or hairdresser's suit!
Note that this pocket is not at the rear but near the side seam - so the item won't be a hindrance to sitting.
I have a black two piece suit from the early 1930s with peak lapels that might fit you.
German tailor-work.
Also a grey notch lapel flanell jacket with herringbone weave. 1930s.
