I do agree with you about the waistcoat. As Emily Post ,and many style icons of the 20's would agree that a white pique waistcoat is a great way to brighten up a black tie outfit.
Tomasso is right semi-formal=Dinner jacket(tuxedo) after 6pm and a stroller jacket before 6pm. There was even an article in in The Editorial of GQ last year that firmly states this just as it has always been. That doesn't mean people know anything, let alone follow the rules.
Prime Minister Eden was always so impeccably turned out. He made the British Aristocracy self conscience, and his own Conservatives worried his public image would be perceived as spending more time in the tailors shop than governing the nation.

I agree. When not working everybody should wear whatever the hell they want to wear as long as they are open minded to everybody else. Then again that would be a utopia, the world is far from that......................Oh well.[huh]
I Agree. The bowler has always been reserved for day wear, just like the pearl grey top hat in any era. Now, if you are coming home from an event or work and it happens to be in the evening wearing these hats is more than acceptable.
In many movies(including pictures from real life) from the late 30's to early 50's men wore grey fedoras with normal Black Tie. So really you are not breaking any rules you would just be following the gradual decline in formal headgear with Black Tie. Remember light grey, medium grey, and dark...
