From the style, I would say that it's overwhelmingly likely that it's not.
If it's a larger size, then it's almost positively not a "woman's" hat.
Furthermore, it was made for Jack Henry Clothiers of Country Club Plaza in Kansas City, which was a store that exclusively specialized in selling...
"1900s" might well be interpreted as encompassing the years 1900 through 1999, although it might mislead some people to think that it meant the years from 1900 to 1909.
Perhaps the seller might have better left the description vaguely at that.
(S)he further claims, more specifically, that the hat dates from the 1920s, the apparent basis for this claim being that someone sometime stuck a (very new looking) pin in it that says, "Time To Give 1926 Community Chest", as can be seen in his first, third, and fourth photographs of the hat.
That sounds like precisely the photograph that I was referring to.
I mistakenly guessed that it was probably from the film "G Men", but I recently watched that film again and found that it contained no such scene.
I haven't seen "The Public Enemy" in years, so I can't currently confirm that...

I have a new Borsalino hat in 58 cm (American size 58) that I recently purchased and have never worn outside of my house.
I don't know if it's something that you would be interested in, as it's probably darker and wider than what you mentioned...
Ferrari are, and always have been vastly overpriced in relation to their performance.
Porsche have always whipped them in competition, and (Chevrolet!) Corvette has been doing so now for over a decade.

There's certainly no reason to remove the sweatband from the hat, as that is primarily the part of the hat that you are going to stretch.
