That's maybe a possible explanation. I don't know what kind of buckles were used originally, but the loops they ran through were still closed, and I can't imagine anyone would cut the stitching and then re-sew the loops without buckles in place.

Just because it looks awful new doesn't mean it won't age beautifully. I don't know anything about these, but having seen Schott and Vanson leather new vs broken in and patina'd, it's like night and day.
