As far as I understand it, for American sizing, Circumference = (Hat Size) x Pi, so a size 7.25 hat would have a circumference of 22.78" or about 22-3/4".

As a reality check, you might check your fabric tape with a steel tape measure or yardstick. I had one old vinyl flexible tape that was a full 1/2" off, so I replaced it with a better one that measures true. Having said that, I think trying it on is best. Second best is to use an online seller...
