That looks vintage to me. All the 4-way stretchers change width and length simultaneously. The modern ones have pegs between the 4 pieces, not a nice steel framework like the one in the photo. Ebay may yield one of those if you look long enough, but don't expect it to get big enough for a large...
Yes, that's correct. The front and back remain connected to the central threaded post. When I overextended it and the pins fell out, the sides came off and the front and back were free to rotate like a Hat-Jack. It all fell on the floor at the store and was a real pain to get back together...

Nice coat - I'm not really in the market, but I wanted to tell you that your size guess seems right. I have a size 44 overcoat with the same shoulder and chest dimensions - it fits well over my suits, which are sized 44 or 46, so it should work for either.
Whatever you order, make sure the vendor has a generous return policy. Boaters are notoriously inflexible - if it doesn't fit your noggin shape, even if it's the right size, a boater will not be amenable to reshaping. Village Hat Shop has them in your size and a great no-extra-shipping cost...
