Ah, but this one was easy. It's a wraparound puggaree style ribbon with little barbs at each end which hook the hat. The good thing, though, about this one is that it is vintage and made of really nice material in a very pale off-white/cream color.

I was actually the one who returned that...I felt that the "only light wear" description was pretty inaccurate (though perhaps that betrays my ignorance in hats)...plus it was pretty stiff, which I don't prefer. For $30, maybe you'll like it.
