Outstanding bespoke tailoring. The outside seam of the legs is neatly top-stitched - very seldom to find that.

In France they were big until the 1980s and many good specimen can be found.
In N-America you will probably have best luck with looking for "Mackinaw" (a term used for many quite different types of coat).
The Red Kaps are also cotton. If you want "dressy" trousers for a sportcoat, look for woolen ones.
Cotton is ok for casual summer wear... but you should get at least two pairs of wool trousers. One light and one heavier for Winter.
