TT, a very difficult coat to date as there are lots of similarities between 20s coats and late 50s-mid 60s coats.
the label, lining, pocket linings, buttons and other small details might be the deciding factor in dating it.
it looks to me like the ripple between the two buttons has happened over years when the jacket has been on a hanger with just the middle button fastened and the top button area has sagged down slightly. you should be able to press the ripple out (just that area) with a cloth over the suit to...
a size 38R British double breasted suit is on U.S. ebay at a good price. it's most likely mid-late 40s:

i disagree. very few British suits of this period were made to roll to the middle button. if you undo the top button on Metatron's jacket it would look like this:
Metatron, it looks mid-late 30s to me, but could easily be 40s too.
i've never encountered a jacket with canvas in the sleeves before. it's definitely not typical.
yes, those ads are curious. i've seen no illustrations or photographic evidence of striped collars worn with plain shirts, but knowing how whacky that period was i wouldn't be surprised if it happened !

the strap on the grainy boots appears to be harking back to the loose strap you find on old football boots, rather than balmorals.
