    Not if you don't want to stand out, particularly if the hat isn't black, dark blue, or gray. Thin ribbon would also look more country than city, or that you're just too well-off, important, or cool to care.

    To generate downforce in order to press the hat down onto your head when facing into the wind. It took engineers until the late 1960s to finally realize that this well known hat shaping principle could be applied to racing car design. :)
