I'm sure you could wear it, but from there it depends on your preferences and size, specifically across the shoulders, your chest measurement, and how close you like your fit.
17" is seam to seam in a straight line, the photo kind of shows that if my description is not clear. This as opposed to bending the tape across the arc of the shoulders. Maybe I'm misunderstanding the question so please PM if you need more info. Thanks!
I think it will be too small. I am 6-0, about 163lbs, 42 inch chest, and although I certainly fit into it, it is too small for me across the shoulders. Wearing other jackets I have come to realize and accept this fact. But yes, otherwise a stunning jacket.

You will find a less room in the Premier Highwayman than in a 30s Halfbelt of the exact same tag size. The 30s Halfbelt is slim, but the Premier is an even closer fitting jacket.
