There is a lot of variation in sleeve width of both vintage and modern coats.
Furthermore the width at the cuff is somewhat independent of the width of the sleeve in general. That is, much like trousers, coat sleeves may be tapered, straight, or flared at the cuff.

Black tie can always be worn after sunset, which is well before 6pm in the winter in many places. The 6pm rule was instated to ensure that it could be worn in the summer at all.
While I like the look of a fedora with the back of the brim turned up, I usually wear mine down for greater sun protection in back. I do try to turn them up at night but I often forget.

My dinner jacket has that material on the lapels. I have worn it with a grosgrain tie and thought it looked fine. On the other hand perhaps I should bid against you.
What kind of hats are these, that are lined with plastic? Sounds very bad.
EDIT - just checked a Stetson; lining feels like nylon to me. Never noticed on account of still having hair on top I guess. Anybody know for sure?

My opinion, which is only that, is that the wider brims suit you better -- particularly the gray fedora with its straight sides. A shame that it is too small. Good luck finding a similar one that fits better.
