It's a mixed blessing to straddle the fence between a 7 and a 7 1/8, but on a windy day, I reach for a nice snug 7. This is a Chapeau Richelieu homburg, unknown vintage, pleated liner, flat brim:

you need to put it next to a black hat to appreciate the very dark navy blue:
