1. What hat to wear when you're outdoors at the taxi stand at the black tie event?

2. What kind of overcoat to wear when you're outside of a white tie event? Some people wear some kind of a cape or crock? That's too magician - ish I suppose?

from the Black Tie Guide:
The most conventional overcoat for evening dress since the 1930s has been the chesterfield coat. However, the coat's characteristics are more important than its name because interpretations can vary significantly. The color should be black, dark blue or oxford gray, the length should be knee length or longer and the model should be single-breasted fly front or double breasted. A black velvet collar is ideal.

Note that raincoats (a.k.a. trench coats) are not appropriate outerwear for a tuxedo or tailcoat.

For your overcoat questions, I would think a nice Chesterfield or similar dark overcoat would work for more formal events - if the weather warrants it.

Thanks you guys. Are you sure that a boater could be worn during nighttime? I am so n00b - ish about this.

I would say that a boater might work better for early evening events, or when wearing an ivory dinner jacket; which is also proper in summer or warmer weather.

It's probably not as common a practice nowadays (what is?) but perfectly acceptable.

I've noticed in old movies and photos people used to wear almost any sort of hat with black tie. Bowler, fedora, homburg, whatever.

In my generation strictly speaking unless you live at the venue or have a teleporter, white tie requires a top hat and overcoat (even in summer, although where I live there are no formal-white tie- events that I know of in summer) and gloves. Oh, and double stripes on the trousers. Best not even to try it.

A top hat tends to work best with white tie. I've gone out in White tie without an overcoat a few times when I was going to events where white tie was welcome but an overcoat would have been too warm. The only other hat I've ever liked with white tie is a black beret. Unconventional, perhaps, but to me it has an air of old-Hollywood decadence, and if there's no proper cloakroom, a beret tucked in a coat pocket won't get half the problematic attention or be as prone to being stolen as a top hat.

For black tie, I like a boater in Summer, with an ivory jacket, and a homburg in colder weather. Again, if I'm going somewhere a hat might be a liability, a beret is an option. I've also worn a panama with Summer rig black tie. It can be a safer bet in some situations, given the fragility of a decent boater.
