Personally, I bought the camera (Panasonic) because it had a 12X Optical zoom and no digital zoom. I am no fan of digital zooms. It was just an added bonus that it had a nice lense. ;)

Well, Leica and other companies (for example Carl Zeiss) do not manufacture most of their own lens designs. At one time, most of the Leica branded lenses were manufactured by Minolta. Your lens was most likely made by a contractor in Japan.
