I have a strange bias against hats without liners. I can't explain why, but when I see a hat without a liner it just screams "incomplete" to me, as if the hat is half finished. I know, I know, many air-lite hats are made without liners. Maybe it just says "cheap" to me and I don't like being a cheap guy. But, it is just one of my vague "feelings" about hats. We all have what a hat "is" in our mind's eye and a liner makes it a full fedora to me. Can't explain why, though. It just is.

I'm not sure what's involved in putting a sweat in a hat like this, but I know I'll not be likely to be able to source a nice wide sweat like it would have originally had.

I hate to be a nay sayer, but my guess is that that particular hat is too old and fragile to sew a new leather sweatband into (often they were unreeded and about 2 inches tall, btw). Top hats don't have the flexibility that fedoras have. They are very stiff and the older they get the more fragile they get.
I hope you find otherwise, but my guess would be that it is not a candidate for a new sweatband to be sewed into it.
