Mine from the late 20s. 22 inches at the cuff and a half inch wider at the knee. Technically "bags" but not extremely so.

Not quite, friend. Most collegiates will be a half inch narrower at the knee, if not a straight drop. It creates a radically different silhouette.

Also, sturdier material will let the fabric hold a stronger shape; notice how stiff the cuffs look on the guys in the front row.

The flare effect (as illustrated) is really only discernible when the pants are in motion, still photography does not do it justice.
