This is a generic label. In the middle of last century there were an incredible number of beret manufacturers in France; usually very small businesses, often just owned and run by one person. Some of these businesses manufactured their berets, but many bought the "raw hoods" from larger manufacturers (like Blancq-Olibet, Berghau, BeaTex-Laulhere, etc) and fitted their own lining and label in. Some of these labels were generic, meaning they could be bought from a wholesale supplier and were not assigned to any specific manufacturer. This was a time before "branding" and ownership of logo's, labels, symbols was not all that common.
So, to answer your question: I don't know what company made this beret.
As you can see on the pictures below, it was used in various models and the theme (two lions supporting a shield, the sailing boat on the waves, often moon and stars) came in many designs.
The pictures below shows labels of "true manufacturers", still portraying the same themes (sailing boat, lions, stars), but a specific name for the model was added to the label.
