I've two pairs of these. My favourite cotton trousers full stop. One 2" cuffed, one plain hem. One is a 35, the other a 34. I cold wash them and neither has shrunk. I'll double check later, but I think waist is true to size.
I had some of the 2019 cotton ones, I had to size up from a 34 to a 38, to make them fit on the thighs (but mine are very big) and the side adjusters were useless. However I gather they improved, as I hope did the cotton they used which would crumble like tin foil as soon as you put them on.

I like a bit of Blousing too, but you're also considerably taller than me. Also I've never known a shirt to blouse quite this much. Other shirts seem to taper towards the waist, this one seems to get wider.
