ONE FLAW SPOTTED:
When I checked the lining, in response to jeffconners, I noticed for the first time that there is a 1" frayed tear in the liner at the very bottom inside left front panel of the garment. I will copy this as an edit into the original post.
To answer jeffconners; as a 38L you'd probably also want to wear this with a regular shirt or sweater underneath rather than over a suit, but check the measurements to yourself on that.
Yes, it is fully lined with what I believe to a sort of satin/rayon material. You can see that lining peaking...
To answer fluteplayer; I'd think the key thing would be the shoulders. My best fitting blazers are snug but not tight at my shoulders, for a tailored look. I use one of those for reference measurements so if a garment is being listed with the same dimensions I know what I should be in for...
There was a little Q&Aing going back and forth plus consideration to the order in which offers came. Pending receipt of funds, the hat is sold to the inquiry who was first to make his decision.

The 22-1/4" puts it at a tad over 7-1/8, I think.
I can wear most 7s (snug, when I have a haircut), and many 7-1/8s (comfortable fit), but this one feels bigger than those when on so I'm offering it to someone who may fill it.

The thing with that is braces were usually worn with high rise trousers. The typical Dockers today don't have that rise, so often the braces pull the pants up to a 'high water' look at the bottom of the leg. I know braces are adjustable but it still can happen if you have enough tension on them...

That looks like a fine hat. I like the obscure makers from the past. Some of them were store brands contracted through Cavanagh or Dobbs, etc. This one will be great once that tight front pinch is relaxed a bit. I'd brush it well and wet it, then shape it up. Good score!
