On "second chance" offers, if the purchase is made that way, there is no "bargaining" on the price. You either accept the offer, or you don't. The seller can't alter the price. However, the seller can refund money if he wants after the sale. But that is not a likely scenario. The only bargaining...
Today I have an issue of the 1951 Hat Life Yearbook. It is a directory for the hat industry and has a great section on hat industry statistics for 1951 such as sales, production numbers, and new manufacturing news.

I have had that happen several times. And, yes, I do go in and block those buyers. But it hasn't happened a lot. I have also had sellers refuse to honor a final bid, too. Happened just last week. I was the final bidder, but the seller emails me and says he wants more or he won't sell it...
