I can't speak for this specific jacket, but having bought a few Vanson jackets from sellers in Japan, they're every bit as good as the American market jackets.
I don't think either of the jackets pictured above look like they fit poorly.
I think the idea of "swapping out" the sleeves is crazy, but it's your jacket.
As far as knock-offs go, there's knock-offs and then there's knock-offs.
A lot of what I see sold in the Chinese market uses stolen...

It's been posted before, but Carlos840 commissioned it. He was kind enough to message me about it when it was on its way to him. It's exciting to see a modern reproduction of this style, and I hope in time more makers will add their own take on the style.

I've gotten too big for my Board Racer, and have decided to move it on so someone can properly appreciate it. I cannot raise my arms wearing it zipped, nor can I reach across my chest to the opposite side with either arm, as the sleeves bind on my biceps. I have 43" chest, 14"...
I'd say it's within spec. If you can take in the waist adjusters, it might be just fine. If this is how it looks with the adjusters already all the way in, it's still not that bad that I'd return it, if I was otherwise happy with everything else about the jacket.
I'd ask the friend how they can hide the stitch holes from the old seams if they take it in, and see what they say, but most likely I'd return it. It's always a risk to tailor a leather jacket after the fact, and +100Eu to the price makes it less of a bargain, and if you have to pay that to...
