Scotty, use your circumference and add 1/4" as a rule. So, if you are 23 1/8" ( normal 3/8) you need 23 3/8-1/2. You can go larger but will have to flange it down. Your 23 1/4 can work also if you flange it larger

Paravians, please don't use hot glue. To settle the ribbon down put a thin white cloth over the ribbon and put a steam iron on it, it will stay down. For the windcord, just pull the button counter clockwise and it tightens. THat's what the loop is for. It's meant to stay semi tight.
Pater, if your measurement is accurate, you are only 1/8" larger than a 7 1/8 hat. 7 1/8 = 22 1/2". Are you sure you are not a long oval,? if so, a hat too big would feel right but have gaps at your temples.
