I think this Topper was made at the end of the Top Hat heyday. Not too bad, but not that good either. Ca. 1950's in my opinion.
A Dutch Top Hat. Hopefully Stefan might know more about this maker.

Haut Nouveauté. Strange definition as it's more and better than a novelty Top Hat.
