That is a tough one. It is so much easier to stretch a jacket (when wet), than to shrink it. On top of that, your jacket has stretched and shrank dimensionally (stretched equatorially and shrank axially). That is just brutal, because if you even try to shrink it back (not advisable) by wetting...
That line of thinking would also exclude all the super-short biker jackets from the 50's. I have one that is 20.5" long; I am 5'9", and my crack is showing if I bend over, lol. I guess the bikers then didn't mind.
The back length from the base of the collar to the bottom of hem is 20.5-in? And you are 5'11"? I mean you wear what you want, but since you are asking for a fit check - it is at least 2" too short.
