There may have been some archaic reason a certain type of blocking machine needed the recessed part, or it might just be how some manufacturers made blocks. Either way, as far as I can tell, makes no functional difference to the contemporary hobbyist/small scale hatter. -

Akubras shrink because they use cheap leather. The thing about stretching the blank over the block is more pertinent to the shape of the block. Over time, the felt is trying to shrink back into a cone shape. This is why some hats taper when you get them wet. -

Just guessing, but looks like it is old enough to have been originally sold as an open crown hat. If so, there is no reference per se, other than the profile of the uncreased crown. Crease it as you like. Just go for it, it's not as daunting as it seems. Just keep steam away from the leather. -
