I’ll stick my neck out here and say it refers to his neck measurement …I agree with everyone else in that this is a generous thing to gift to a stranger. I do not think I could pull off the style, but the info you provide for sizing makes me wonder what the 15/33 is referencing. I did not want to assume the 33 was waist(though most logical), as it still would not explain the 15.

Well, I was just assuming it was the waist, but am happy to be corrected. Now that you mention it as I remember my neck being an issue when trying to find a dress shirt at Goodwill, which was frustrating. Shines a spotlight on how little knowledge I have of, or interest in more formal attire...at least for now, but was not interested in "fedora" knowledge last year, so who knows. This hillbilly might end up with a makeover15/33 = Neck and sleeve, its how dress shirts used to be sold (maybe still are).
