Well at least you can return them for a refund. They appear to be made from corrected grain leather, gone bad.

Those look like they are made from a split-leather that has been glazed. This is often called "bonded leather"; inexpensive belts are made from this type of leather. Obviously, the outer-coating didn't adhere correctly to the hide, due perhaps to oil or silicon used in the tanning of the leather.
Did you buy them from an outlet or discount store? Perhaps they were factory seconds?

Email Florsheim and quote the printed white letters on the inside of the shoo to them. By the looks of it, they have half worn off so maybe it's best to send Florsheim a pic.

This is not corrected grain leather it is as stated a coated split or possibly a bonded leather. It amazes me as the expense of the shoe is in the making not the material. As large as Florsheim is they can buy calf around $2.75 a square foot. So they might save $1.00 or $2.00 a pair by using this.
By all means let Florshiem know as it may be a subcontractor trying to slide something by them.
