Any guesses?
Looks like a custom with an open crown. Or a religious hat...Amish, Orhodox Jewish.
And the underside of the brim appears to be a different shade.

I'd say chances are it's custom, you just don't see a lot of two tone fedoras made in production these days! i doubt it is religious, those are not two toned that I have ever seen. The fact he left it open crowned does give it a naive type of look.
