He is certainly scruffy for his era, but the sunglasses look like those used for mountaineering at the time, and the shirt could easily be from a school or athletic team. The haircut, however, is classically pre-WW2, as is the camera he's holding.

He's a reporter from the future, interested in the great erections of the era.

I got very confused when I was reading I believe a Fitzgerald book and a girl said that she was hip to what the boy was talking about. I had to stop and look at the cover and read the copyright date. Even though the book was published in the 20s I had thought that that was a later term.

Turns out that it had to do with shaking your hips in New Orleans dance lines and being hipped to it was in fact a jazz age saying.

But a more logical explanation is that the man in the photograph stopped in at a bridge dedication after turning F. Scott on to the term hip.
