"Take-up strip" to adjust hat-to-head shape?

I just bought a hat, size 57 (7-1/8) like my others. The hat doesn't fit. I can't report it being too large - rather improperly shaped?? To fit I've inserted multilayered strips of paper towel. While this works, it is not durable and it just annoys me.

I believe there is a cloth-foam strip that better serves to properly fit the hat until wearing the hat forms it to fit my head. Where do I find such "take-up strips"?

I went to a local hardware store and bought a self adhesive door seal. Cheap and gives enough material for several hats. Seems to be working out fine on my hats.
I find myself between sizes. 7 ⅛ is too small and 7¼ is slightly too big. So I pad my hat band in strategic spots for a better fit.
