You can't get ATF approval for any gun made before 1898 because they don't have jurisdiction. By law anything of that vintage isn't a firearm, it's an antique and should be imported with the word "antiques" on the Customs form. I know, I've tried. The ATF was sympathetic but couldn't help. Unfortunately, if you are importing from the UK, the British government doesn't accept the pre-1898 classification. It's things like that that are forcing me to go for the full scale FFL.
