Sucks having to alter a 1K worth of jacket... Not saying this is Dave's fault, I don't know the numbers you've provided him with. Then again, you have said that even the measurements you have specified are off so I don't know.
Anyhow, having the jacket tailored can be done but I wouldn't go thru with it, not with the jacket like that. The tailor won't be able to take anything from the side panels. Maybe a little but the side/underarms panels are not very wide to begin with so it's the back panel that's gonna get cut. She is going to have to re-do and resize the arm holes since it has to be taken in at the side seams and since she doesn't have the patterns Dave used, she's gonna have to improvise. Sleeves will then need to be open and re-cut, meaning taken down entirely and re-stitched altogether to some point and then there's a chance the neckline will need to be re-cut, too. I can tell you right away you're gonna end up with overlapping stitching at the bottom hem if she won't sew perfectly through the existing needle holes and that ain't gonna happen.
So yeah, you can have it done but you're gonna end up with the jacket that's been visibly altered and if even the altered fit won't work for you, you're stuck with a jacket you won't be able to sell for what you can get for the jacket now. I am sure she's a great tailor and can make a perfect job but in all probability, alterations are going to be visible and this isn't the jacket you'd want that on, I imagine?
If you don't like the fit, my suggestion is, sell it while it's fresh and... Go for a remake? Or something else. From someone else.
