I noticed that too. Interestingly enough, LL don´t seem to be too sure about the exact origin as well. They just say, the patch is
"a faithful remake of this 1960's Tiger’s head patch. As seen on jackets worn by Rockers during the 60's and 70's and even on Frank-N-Furter’s jacket in The Rocky Horror Picture Show."
Apparently, they found it cool and decided to repro it without a deep-dive into heritage etc.
It's possible noone knows! I know for a fact, though, they've had a fair few RHPS hardcore from all over the globe pass through the shop over the years to find the 'right' jacket and looking for badges and patches. I have a box somewhere for when I one day manage to pick up the right jacket... Some of those patches are very difficult to find now, others reproduced. (The most elusive being the "Hell's Angels" one, for obvious reasons.) I would be kindaway tempted to put one of those tigers on another jacket as a reference point without going full on costume...
