Reminds me of a cap I was given from Greece once, only that had a tassel, kind of a soft version of a fez. Also a bit like a taqiyah. I would definitely say that the style is eastern Mediterranean.
It also looks like the cap an organ grinder would wear.
Definitely smoking cap. Worn with smoking jacket, after the Turkish custom. They kept away the drafts and were often worn around the house even when tobacco was not in use.
The cap was often handmade by a special lady friend. Some had fez-like tassels, but they were generally low-profile, not the traditional bucket fez.
