Porky at the Crocadero (1938) has the pig doing a great Cab Calloway impression and singing "My Chinatown."

Cab Calloway had some appearances in Betty Boop Flics.

[Fletch]

A bit highbrow perhaps, but the German animator Fischerkoesen did incredible visual interpretations of classical music. Particularly amazing is Weatherbeaten Melody, from 1942, an imagining of what might happen when a wind-up phonograph is left in a meadow and taken over by the birds, bees, etc. Technically alone, it's a tour de force.

I agree on "All the Cats Join In" from make Mine Music. In fact the whole movie is great. Too bad they took out the Hatfield and McCoys section for video.

My favorite is a 1934 "Merrie Melody" called "How Do I Know It's Sunday," based on the forgettable pop tune of the same name. Grocery store product logos come to life to perform the title tune, and fight off an invasion of evil flies.

[Doctor Strange]

I'd like to mention a personal favorite, the 1935 Disney Silly Symphony Music Land. A very charming and brilliantly done little film. Synopsis and screenshots are here:

I don't know if the cartoon itself is available online, what with Disney's strong legal protection policy and all. (And alas, I can't really check from here: my job's firewall blocks access to streaming content.) But I know that it's been released on video several times.

And of course, I've owned a stunning 16mm print for many years...

According to a poster at a cartoon forum (and this sounds plausible):

"Leadora Congdon was some girl [Leon] Schlesinger knew who did some of these modern-style artwork that enticed Leon to eventually ask his men to incorporate into a cartoon and had her name credited as a nice gesture. I think at the time he hoped it woulid help further her career, but apparently it failed to really do much more than just be a little novelty on the big screen."
