It's a presentable office look as well as a street look, something reminiscent of the Doctor Who devil may care mentality that Tom Baker pulled off so well yet he doesn't look in any way eccentric.
The tie the shirt and the crinkled scarf all part of a smooth palette with nothing taking charge, lots of details like the epaulets and flapped pleated pockets and rolled back cuffs and nothing saying it doesn't belong on that man. He's got it right and if he got something wrong it would stand out and say so. Mind you I can't see the shoes.
