In Melbourne CBD tram lines occupy their own lanes and can move independently of congestion.
In the outer CBD and beyond trams and cars share the same lanes. The tram line is laid in the centre lane of a two lane carriageway.
If there are parked cars on the roadside, the trams can cause horrible congestion through frequent stopping.
Having said that, Melbourne is blessed with a great tram system and I enjoy using it frequently.
