The only rule I know of is that the fake ones have to have the orange tip to indicate they're toys. The pink ones you can tell are real guns. Women love them. We are getting concealed carry in October, here and women are the biggest buyers for that, right now. They want to be able to protect themselves.
Safety? In NYC, there are quite a few notices about "painting a handgun to look like a toy" and vice-versa.
