That's Jose Ferrer alright. I've seen Dune so many times with him as the Emperor, I couldn't forget that face.

After I googled Jose, I think I'm going to change my answer. Unless he was wearing a toupee in the picture I saw, the hairlines don't match. BTW, who is Rollo Tomassi besides the fictional gangster?
