And I assume size 40 means a forty-inch waist?

Yes, the waist is 40 inches; the actual interior measurement is more like 40-3/4.

The trousers legs are 10 inches wide, so 20 inch circumference.

In their unhemmed state, the inseam is 39 inches, outseam is 51 inches, so the rise is 12 inches.
