Regular users cannot create new forum "sections" (such as "Hats" here on Fedora Lounge) - only the forum administrations can.

If you really meant to ask how to create a new _forum_ (meaning your own, such as "The Top Hat Circle"), then you need to purchase a service package from a service provider and set up a forum there, designing the layout and graphics and creating all the forum sections for the users to start discussing in.
