Hats can certainly make you look taller & accentuate other features. His top hat does just that vs if he was wearing a flat cap, for example.

This guy is slightly taller & bigger than the man above, so he doesn't need a taller top hat to emphasize his beard length.

And this guy is a big guy so he definitely doesn't want a tall top hat that would serve to accentuate his girth. It's the little guy next to him that needs help.

Don't believe everything you hear. I've been 6'1" tall most of my adult life, and it's never done me much good.

The hat may make him look taller, but the beard makes him look smaller, so it's a wash.
