Dm/Pm question

Looking for advice from some regular members who may know the answer. . I’m trying to send a DM to another member but when I hit send, a pop up stating I don’t have permission to message the recipient appears. Is this due to my own low post count or can you turn off DM’s in your account preferences so they aren’t received?

I’m a new member and I couldn’t find an answer in the FAQ’s…
