Definitely considering these but just want to make sure of a few things. 60 euros to dollars should convert to around 67/68 US dollars. and Size 8.5 would be 9 US right?

Maybe 9.5 US, but I am not used to UK/US conversion.
For the exchange rate, I think PayPal gives the option to transfer money in any currency.
